Telgian Engineering & Consulting Senior Hazardous Materials Consultant and Cobb County Fire and Emergency Services Battalion Chief Kyle Smith, CFPS along with Telgian Fire Safety Consultant and Cobb County Fire and Emergency Services Lieutenant Shawn Mohr, will present the Campus Fire Safety EXPO’s NFPA 3000 / Active Shooter keynote address on February 25. The Campus Fire Safety EXPO is an annual conference that provides training and educational workshops presented by the nation’s leading fire and life safety, security, code enforcement, fire protection, and emergency management professionals. The keynote address, “Let’s Discuss NFPA 3000 – A Holistic Approach,” offers an overview of the world’s first active shooter / hostile event standard with guidance on whole community planning, response, and recovery.

Nationwide and around the globe, communities are facing an increasing number of tragedies involving active shooter and hostile events. “According to the most recent FBI statistics, there were 250 active shooter incidents in the United States from 2000 to 2017 with 2,217 casualties, including 799 killed and 1,418 wounded,” says Smith. “The need for an integrated approach to preparedness, response, and recovery from an active shooter or hostile event is more important than ever before.”

NFPA 3000 helps protect communities and identify the minimum program elements needed to organize, manage, and sustain an active shooter or hostile event program and to reduce or eliminate the risk, effects, and impact on an organization or community affected by these events.

“During this presentation we will take a look at how a holistic approach will provide the best results in all three areas.  We will focus on the lessons learned from several of the latest events to develop realistic plans and response expectations,” explains Mohr.  “While there is no easy answer to this complex issue, there are things we can do to better prepare facilities, responders, and the community for such events.”

The presentation includes:

  • Personal responsibility for the public, facility, and responder
  • Effective protection plans that meet NFPA 101
  • Realistic response plans and training
  • Recovery after an event

Released in May 2018, NFPA 3000 was developed to address the need for greater preparedness for active shooter and hostile events. The Standard was created with the input from a diverse technical committee of 46 members with representatives from law enforcement, the fire service, emergency medical services, hospitals, emergency management, private security, private businesses, U.S. Department of Homeland Security, the Federal Bureau of Investigation, the U.S. Department of Justice and more.

“NFPA 3000 is a much needed tool as active assailant situations continue to affect communities across the country. This document helps communities organize, manage, and sustain an active-shooter/hostile-event from all aspects of of the situation (preparedness, response and recovery). This document is effective in both the campus community as well as suburban USA and beyond. All campus and community leaders should be familiar with the document and its contents,” says Campus Fire Safety EXPO organizer Randall Hormann.
