John C. Fannin III

Mr. Fannin serves as Telgian’s Chief Strategy Officer (CSO) to engender commitment to strategic plans, drive immediate change, promote decision making that sustains change, facilitate corporate initiatives, and drive mergers and acquisitions, joint ventures, and other growth opportunities.
Mr. Fannin has a distinguished career as a government official, effective corporate executive, successful entrepreneur, proactive business partner, accomplished industrial relations and government affairs authority, and consultant to international organizations. In addition to his role as CSO, he serves as a principal consultant and subject matter expert to corporate “C-Suite” executives across industry sectors regarding complex enterprise strategic risk, regulatory compliance and other mission critical matters.
He serves on the National Security and Emergency Preparedness Task Force of the U.S. Chamber of Commerce, is a member of the Security Engineering Council of Underwriters Laboratories and plays an integral role in international codes and standards development.
Mr. Fannin assisted in the completion of the U.S. Department of Homeland Security-sponsored Risk Analysis and Management for Critical Assets Protection program and developed the Sustainable Protection Measures Design™ (SPMD™) program, integrating principles of LEED, CPTED and security engineering. He also led the development of Telgian Compliance Manager™, a proprietary relational database software platform addressing a variety of client risk mitigation/regulatory compliance matters including the Chemical Facilities Anti-Terrorism Standards (CFATS), Maritime Transportation Security Act (MTSA), and ACC Responsible Care® Security Code.
Mr. Fannin is a Board Certified Protection Professional (CPP), LEED Accredited Professional (LEEDAP), holds a U.S. Department of Homeland Security CVI certification and U.S. Department of Defense MCTD Certification. He holds a degree from the College of Engineering of the University of Maryland and completed postgraduate studies at the College of Urban Studies of the University of Maryland and Widener University School of Business.
