John C. Fannin III

Mr. Fannin leads Telgian Engineering & Consulting (TEC), a full service global engineering and risk consultancy providing professional services related to fire protection, life safety, security, risk analysis, environmental health and safety, emergency management/operations continuity, and related sustainability (LEED) strategies.

Mr. Fannin has more than 35 years of specialized global experience in industrial security, fire protection engineering, life safety and risk/emergency management, as well as a diverse executive and engineering management background. He is a Board Certified Protection Professional (CPP), LEED Accredited Professional (LEEDAP), holds a U.S. Department of Homeland Security CVI certification and U.S. Department of Defense MCTD Certification.

Mr. Fannin plays an integral role in international codes and standards development. He assisted in the completion of the U.S. Department of Homeland Security-sponsored Risk Analysis and Management for Critical Assets Protection program, developed the Sustainable Protection Measures Design™ (SPMD™) program, integrating principles of LEED, CPTED and security engineering, and contributed to the Council of Educational Facilities Planners International Safe Schools: Best Practices Guide. He serves on the National Security and Emergency Preparedness Task Force of the U.S. Chamber of Commerce and is a member of the Security Engineering Council of Underwriters Laboratories. He holds a degree from the College of Engineering of the University of Maryland and completed postgraduate studies at the College of Urban Studies of the University of Maryland and Widener University School of Business.
