Fannin brings more than 35 years of specialized global experience to Telgian

TEMPE, Arizona, (May 14, 2014)—Fire, life safety and protection services provider Telgian Corporation today announced John C. Fannin III has joined Telgian as executive vice president of risk solutions. The new Telgian Risk Solutions division led by Fannin is a full service global engineering and risk consultancy specializing in complex, multidiscipline public and private sector projects specific to the areas of security, risk analysis, health/life safety, emergency management and operations continuity.

Fannin has more than 35 years of specialized global experience in industrial security, fire protection engineering, life safety and risk/emergency management, as well as a diverse executive and engineering management background. In his new role at Telgian, Fannin will lead a team of experienced professionals, delivering protection products and service including strategic advisory services, risk/vulnerability analysis, mitigation consulting, engineering management, facility planning, program development, protection system design/construction/commissioning/management, specialized training and related sustainability (LEED) strategies.  As a SafePlace® Authorized Surveyor™, Telgian Risk Solutions will additionally provide complete third-party conformity assessment services.

Previously, Fannin served at the United States Fire Administration, Federal Emergency Management Agency, and consulted to the United States Secret Service in Washington D.C. during the administrations of both Presidents Ford and Carter.  Fannin was also President of KCI Protection Technologies, and founded and was president of a consulting engineering firm acquired by KCI Technologies, Inc. Fannin has also represented Honeywell internationally as director of strategic accounts, founded and was president of an engineered systems company acquired by Honeywell, and was engineering manager at Kidde Systems, Inc.  Since 1979, Fannin has served the administrations of Delaware Governors DuPont, Castle, Carper, Minner and Markel, including appointment as State Fire Commissioner, service on the Delaware Emergency Management Agency Advisory Council and representative of the State of Delaware on an American National Standards Institute’s Code Development Technical Committee.

Fannin is a recognized expert on fire protection/life safety matters, mass notification, infrastructure security, anti-terrorism/force protection (AT/FP), emergency management and business continuity, Crime Prevention Through Environmental Control (CPTED), Chemical Facilities Anti-Terrorism Standards (CFATS), Maritime Transportation Security Act (MTSA), the VAMCAP® Vulnerability Assessment Methodology for Critical Asset Protection™ and other credible risk methodologies.  He developed the Sustainable Protection Measures Design™ (SPMD™) program, integrating principles of LEED, CPTED and security engineering, and assisted in the completion of the U.S. Department of Homeland Security sponsored Risk Analysis and Management for Critical Assets Protection program.

 Additionally, Fannin plays an integral role in international codes and standards development.   He is affiliated with many associations including: the American Society for Industrial Security (ASIS), National Fire Protection Association (NFPA), Society of Fire Protection Engineers (SFPE), American Society of Safety Engineers (ASSE), Society for Risk Analysis (SRA), International Association of Emergency Managers (IAEM), AFCEA International, Society of American Military Engineers (SAME) and Council of Educational Facilities Planners International (CEFPI).  Fannin also serves on the National Security and Emergency Preparedness Task Force of the U.S. Chamber of Commerce and as a member of the Security Engineering Council of Underwriters Laboratories, providing executive level technical and strategic direction in support of UL’s global mission. He is a Board Certified Protection Professional (CPP), a LEED Accredited Professional (LEEDAP), and holds a U.S. Department of Homeland Security CVI certification and both a U.S. Department of Defense top secret (TS/SCI/TK) security clearance and MCTD Certification.
